Need Advice. Got hit by competitor's Negative SEO. PLEASE HELP!

Hi,

recently after the penguin 3.0 update, I noticed that I have dropped 6 spots overnight. So I got an Ahrefs account, and to my shock, I have been filled with a huge load of spammy backlinks, ranging from gambling websites to some random webpages that no longer exist, or even just a blank page with my link on it, but it was adjusted so my link was hidden / the same as the background color.

I'm not an seo expert or work in the SEO industry, I was just wondering are there any advice out there so I can recover from this? I don't plan on doing the same for my competitor, so please don't reply saying I should just do the same. I don't want to sink to their level

I just want to clean my backlinks up, and then get back to my number 1 spot and dominate the industry again.

what does webmaster tools say? Did you get penalized? manual spam links or the whole site?

Isn't there a way to disavow those links in google webmaster tools? I'm not into SEO either but I think I read about it...
