Need advice for monetizing proximity-based idea

I have a unique way to send notifications to ~30% of mobile phones that enter a very small geographic area. These notifications are silent, so the user must check their notification tray to see the notification.

The best locations I can think to target are airports, restaurants, and malls where lots of foot traffic is. I can also scale this to multiple locations at once.

I've had a few ideas on how to monetize this foot traffic, but I'm not sure the best route to go. Since the notification goes to a URL when touched, I had these ideas:

1) CPA
2) Amazon Affiliate link
3) Content-locked coupons
4) PPI (Pay Per Install) of mobile apps


Any advice or help would be appreciated. I anticipate ~100 page visits per day with a VERY high CTR, but possibly not as targeted as it could be since people will just be curious about the notification.

I was also thinking of making a big method thread to show others how to do it if this method is successful.
 
I've got a suggesrion but before that Just to confirm, is the method legal? Is it by hacking public wifi?

Thanks for the quick reply! Yes, the method is completely legal, solely because it is a silent notification and users can clean their tray and the notification won't come back. I will divulge more information on what exactly I'm doing once I know it works. :)

Well you answered the first question only not the second one. Is it by hacking public wifi?
 
No, it is not. It will work even if they are not connected to any public wifi.

In that case you can push them cpa links for sweepstakes with a limited 15mins timer based pre-lander.

That is a pretty clever idea. I didn't even think to create urgency and lots of people are interested in sweepstakes. I'll be doing some tests to see how many people are actually clicking the notifications in a given time period soon. I'm anticipating people might ignore 'ad-looking' notifications, so I might have to make them look good. ;)
