Consider using other (cheaper) control panel - Webuzo Panel/ Interworx / Plesk etc which will safe you -15-20$/mo (cPanel mo VPS license) which amount you can invest for more resources
If you know what you are doing go for unmanaged VPS (unamanged VPS prices are between 7$ and 10$/mo) and take care of everything alone or look for semi / fully managed solution (which in most cases include cPanel license)
Vultr is are ok for what they provide.

You can study the market and perform the analysis of it. Go with the provider who has the 24x7 technical support with quality staff, reliable server with minimum up time, affordable plans. If possible try the hosting service of particular provider for trail period of one or two month and then decide to continue further.
