I have a website with multiple services and multiple locations.... What is the best strategy for local seo?

Like...

Services: hair cut, make up, manicure..

Locations : Hudson Valley, Capital District,North Country

What is the best way to create pages?
I thought you to create

1.Website.com/hudsonvalley/haircut
2.Website.com/hudsonvalley/makeup
3.Website.com/hudsonvalley/manicure
4.Website.com/capital-district/haircut
.

.
Is this is best strategy? Or I'm I creating more pages?

My target keywords are haircut in Hudson valley, haircut in capital district
 
Your URL's are just 1 minor component - makes sense to have different pages for different services...

Also consider the following:
1. Internal links
2. Content
3. Action items / CTA's on-page
4. Local citations
 
Best strategy in my opinion would be :-

Create Home Page with common content i.e (Your main city,) services etc , then create service areas page for rest of the towns and each town page should be stuffed with good content not spun ones.

This structure looks spammy to me ,and It rarely helps :-

1.Website.com/hudsonvalley/haircut
2.Website.com/hudsonvalley/makeup
3.Website.com/hudsonvalley/manicure
4.Website.com/capital-district/haircut
 
Then how you target haircut in Hudson valley and make up in Hudson valley?
 
Your URL structure is fine, that's a great format to follow if you want to have different locational landing pages for your services (my only feedback would be to use - for spaces instead of just combing words) ie:
domain.com/hudson-valley/haircut/

But you need to remember each locational page needs to have unique content. They can follow the same structure, even the same headings to an extent, but the content needs to be unique and obviously include the target location within the content like you would with any other keyword.

Additionally, like LucaB already said you'll want to consider building internal links to your new locational pages. You can have all the service pages link to each other based on the locations, or you can build relevant blogs on your website which link to the new location pages.

2. add ur locations to them

your keywords seem too obvious and general. i dont type "haircut" when im looking to get a haircut
maybe ill type 'hair salon near me' or 'best barber in *my location* " or whatever.. try to think what users in ur areas are actually typing in order to find services like urs.
 
Url structure is fine, add content & your location and do proper interlinking then build links (citations, web 2.0, profiles, articles with your NAP details).
