Need advice about buying an application

Hello all, I had an offer from someone yesterday for an application with about 5000 users installed. The guy has asked me for $700 which does not include domain name/hosting. What do you guys think? Will this be a nice deal? Any advice would be appreciated. Thank you :)

Depends on user demogaphics/permissons.

If users are from US and stream publish/offline access is there, I would have bought without second thought :D

Offline access would have to be there or the tokens would be expired already, but for $700 I'd probably want a bit more than JUST stream publish. If it's just those 2 permissions, I'd say $0.08-$0.1/token is a fair offer.
 
Thanks for the input guys. Yes, offline publish rights is included in the app's access and the traffic demographics says that about 25% of visits are from the US. Am negotiating the price right now :D
