Can someone explain to me this situation?
I have 11 yo account with 1,2k subs
Added a video with 250k views 1k likes 100 comments about 2 weeks ago and got 5/11 serps on my kw not even 1-5
And there is a guy with 7 yo account video 15k views video added 2days ago and he is top 1-5 11/11 serps
Anyone?

Try to compare your video and his video using VidIQ or a similar tool, maybe you find what is happening there.
 
I tried I have 87 score he has 74
 
But not just the score. VidIQ has a checklist with suggested tasks to do (like share it on facebook, make the video public...), check if he has done something you didn't. Just as an idea.

Very simple, botted views doesnt work. Serps are now ranked based on interests/behaviours. Sending 250k views that shares ZERO relevancy to the video does nothing but waste your time and money. Check my thread on my signature to be enlighten. Good luck
 
YouTube ranks your video to organic viewers based on viewer retention, engagement, shares, etc. You need more than the initial botted views to boost the video (such as continuous drip feeding). Also YouTube is lowering video ranking based on channel authority nowadays. If you don't get a lot of channel views don't expect your vids to rank well.
