Hey guys,

I need a local business website to be designed for me. I'm currently a student with heavy tuition fees (highest in country) and I'm running on a low budget. I need this site for my part-time offline business I do to help me pay for school.

You can also check elegantthemes, I love their style, and you can get a whole lot of themes under $50

I'd recommend you to not go for the readymade stuff, for various reasons.
There are some good companies out there that can make it just the way you want it, custom design and custom coded into wordpress. Its way better for a multitude of reasons.

Lemme know if you want some pointers on who can do this for you.

I would recommend going for a wordpress template.

I wouldn't trust a web developer/designer charging low rates... but that's just me.

do the template thing, if you get stuck with it you can google it, there are so many guides to wordpress that a lesbian could do it.

Lots of great themes out there man, but just grab one of the free templates at woo themes....I make $xxxx's per month on one..it is perfectly fine..more reliable and friendly than another one that cost 2k to customize!

You can get the basic theme from any provider and then you can get its skinning done and make your unique website.
