Need a website built - not sure where to post this

I tried posting this in a different section & it didn't work. But here's the deal- I need a website built. These are the things it must have:
Questionnaire - 5 questions asked then a product package suggested
Secure payment system
Able to send out weekly emails
Able to alternate payments. When someone purchases a product it needs to alternate forwarding between 2 different websites.
