Website Details:
Website will need to let users log in to make posts. I have another website in mind that you can try to model it from. To make a post the user will have to fill out a template form with mandatory fields. The post will get added to a list that is displayed on the home page. Will need a feature spot on the homepage as well showcasing featured post. Will need to be able to collect funds from user using paypal before they can make a post. Will also need a built in instant chat messenger where I can talk to specific users. We will discuss more details if you are hired but these are the main requirements.

Requirements:
Would like to see some previous works that you have created. Maybe a portfolio or something. Great communication skills and fast replies. Also, I would like to have a phone conversation with you.

Budget:
I can pay around $300 for the job. Depends on the quality of the website.
