Need a way to bulk create Apple IDs

Hi, I need a way to bulk create apple IDs in a specific country or region. It appears apple has locked this down to 3 per device but I need 100's for apps on the app store to be a 'fresh' account.

Any help would be appreciated! Also happy to buy for the right costs

Can you try register on the web portal?

But when you login the account from mobile device, it may requires more details, no idea.
 
I cant even imagine the amount of work that would go into coding somthing like this, lol
Apple security is really tight when it comes to their IDS and producing them on mass seems almost impossible to me.
 
Based on how Apple is I would say this is next to impossible. It keeps people from spamming using imessage and other types of things. Good luck.
