Need a video editing,creation software that can do this

I'm trying to make some subliminal videos, but the problem is I can only flash something on screen for .03s with most video editors and I need to do it for .01s.

Adobe Premiere Pro should do the trick... I'm using cs4, but I'm sure any of the CS suite series will be capable

Try to decreasing frame rate while exporting.

Take a look at Blender. Has a steep learning curve, but you can find many tutorials on YouTube.

Premiere is easy and Semi Pro piece of software so i would recommend it too.
