I'd suggest asking this in the "Hire a Freelancer" section or posting the job requirements to a site like Elance.
They're out there. Although I'm not sure where to find the bot, I've seen an increased presence of bot accounts on Tinder.

Gender: Female or Male
Auto responder: Up to 5 messages to respond with time delays
