I believe you are targeting "Shorts" videos? I don't know of a good way to do this, but I'm confident that microworkers won't get the job done the way you like it. May be just hire a group of VAs from BHW marketplace

I don't think any exists specifically for Tik Tok to YT. However if you mass download then have a bot schedule uploads then it might work.
By the way if you're hoping to making revenue from this, then I was suggest using Shorts as a means to build up views and pulling in traffic to watch the actual videos that will bring you watch time and revenue. And you have to carefully select Tik Tok videos that don't have copyrighted music otherwise your channel will receive strikes. You should curate them to some extent.
Upload the shorts, then also have compilation videos 10+mins in length so you can have people binge watch leading to a better reputation on your channel .
