I doubt you'll find many RoR developers here, you'll be much better off hitting up a forum or community that's specifically geared towards development. I would recommend the job board on StackOverflow (I'm pretty sure they have one, I've definitely seen ads for one). Also, I think you mean git and GitHub, not get .
I just took a look myself, and it appears what I was seeing an ad for was a careers board. I can't really recommend any other sides; I can suggest freelancer.com, elance.com and other similar freelancer sites, however I've never used them myself, so can't comment on the quality/process. In any case, good luck finding someone .
