Need a redirection service with no signup and allowing encoded URLS

So I scrapped a huge site, and they have this redirections like domain.com/redirect=URL and I have to replace their redirection service.

URL's are typically encoded and I need to pass them like that.

Do any of you know a service that fits this purpose? I tried with nullereferer.com and other similar services but they don't allow encoded URLs.
