Need a recommended free backlinks program + google pr problem

I have been searching for a recommeneded free backlinks program; can anyone recommend one?

I also installed a plugin on my site to track my google pr and the site has been up for around a week or 2 and it says my google pr is 0? my backlinks were just finished so I'm guessing they will help in the coming weeks anyone have any reason to why it's 0?

your pr is 0 because as you said, your website is only a week old. Google refreshes the prs only 2-3 times a year if it's not anything major.

Ahhh okay I read about that I thought that was that specific tool but I guess I was wrong and I'll check it out thanks

i am also looking for free seo tools LOL. would appreciate the help.
