Need a Recommendation on Pre-Paid Cell Phones

Ok.. So I have this friend who needs to get a pre-paid cell phone to make local calls. When my friend looked for them online, there were tons to choose from. Can anyone recommend a certain type or brand to get that's cheap and easy to use for local calling?? He also needs to be able to pay cash for it, no credit cards...
