Need a really simple website designet! (example inside)

Hey guys i need some help with a website.

The website i need is similiar to http://www.drakogaming.com/ . I need to implement the player and chat + some buttons on the top who lead to the links i want them to lead. (Bio etc.)

Someone are able to do this for free or low budget? I dont have the money, so i need a similiar site like this, very basic and cheap.

I dont even have a hoster...so..you see..i'm very new to this website stuff.
