Need a Quote for a Logging and Tracking System

Hey there guys. I need a system set up for my new site plan, it will be primarly PHP and SQL based. Basically the user will need to be able to create an account and when logged in have that carry through as a session for all pages he visits on the site. Finally, when he gets to the end page it must store a value in the SQL database. This value must be able to increase each time the user visits the page. The user must be able to access a certain page on the site which will show him the value stored within the database.

Can anyone give me a rough pricing?
