Why do you code a bulk email server yourself? There are lots of email marketing service providers, like Constant contact, Comm100 email marketing, etc.

I suggest setting up email servers with rotating IPs using Interspire and some advance email relaying software like PowerMTA. It would cost you but you'll be able to send bulk emails with optimistic results and good control on your email stream. Configure server according to the standards of email industry, devised by major ISPs and in compliance with Spam Act.
