Need a programmer for a web browser with some features

I don't care in which language it's coded, as long as it works and does what I want. It could even be in Auto It.

Although I prefer VB.Net since I know a little something.

I basically need a web browser but with some special features.

Features needed:

• Auto rotate a list of Useragents in a TXT file on every time I hit a website
• Weight to each Useragent. For IE: Iexplorer 6.0 xxxxx - 10 / Firefox mozilla xxxxx 5 . So Explorer will be used 2 times more than Firefox, etc.
• Multitabs for multiple browsing.
• Autosurf on each tab with timer. For IE: each 20 seconds, rotate from a list of urls.
• Proxy support for EACH tab, so I can use different proxies for each tab.
• LOW memory use. I don't want a memory hog when running 20 tabs.
• Referrer rotation with weight, from a txt file.

I think that's about it.
