Need A Pop Up Bar For My Clients' Website

I have a client who has a dated site (not Wordpress or other CMS), which is getting decent traffic,so I'm going to be helping with increasing the conversions. I know about the Hellobar and all the similar ones, but I want something a little less intrusive.

I've thought about a small slider that goes on the right hand side, but couldn't find any. Any suggestions?

I also thought about one similar to on this page http://www.slidedeck.com/ , in the bottom corner where it says contact us! I see that's made by a company by Olark, but I'm not interested in the chat function. I pretty much just want to link that little blue popup to my contact page or a contact form.

Has anyone worked with a program like that, or do you have a better suggestion? Again, the hellobar is just a little too intrusive for this client.
