Need a PHP coder for simple cms site

Ive got many little things to be done, but here are the most important
my site Mod edit: website removed.

1. ive got way to many keywords/anchor text links to include in the footer of my site... I prefer to pull a few keywords/anchor text links and rotate it so all the pages get indexed AND I dont look like im DOORWAY PAGE FARMING...

is this a good way of doing it?

2. the photos on my site are being resized as a mutiple of the original. I want it to resize but have them all show the same size.. so they are all even...

3. the photos alt tags on the main page are saying...
"click here to find out more about.... (Mod edit: content removed)"
I want it to say..... (random keyword/lsi)(Mod edit: content removed) -- my keyword density is being diluted because of this

4. watermark all images with sitename.

5. Mod edit: content removed sign-up email to owner should show from Mod edit: content removed email address and send an autoresponse, and put them in email list.

6. complete seo friendly urls/titles/descriptions.
