Need a one page site made

Hi, I am looking for a simple, I assume, one page site made. Ideally it is made in wordpress. It basically has a header, tagline, then two boxes.

The top box will show the highest rated stories and the second box will list the latest stories published. It is very similar to sites like fmylife.com and thathigh.com except very minimal. Each little story should have a share to FB icon, Share to Twitter icon and a thumbs up and down icon.

I don't require anyone to sign up and login but rather at the bottom of the page a comment style box that asks for a persons name then the story they want to publish to the wall. It should then go into moderation for me to approve or disapprove.

I have attached a sample of what I want it to look like but obviously a little different which I will go through with the person hired to make the site. Please PM price or any questions you may have can be asked here so everyone can see the answer.

Do you want just the design or implemented in wordpress as well?

I will provide the PSD and I need it turned into a WP theme that I can just install as normal.
