Need a mass video editor to append pics

I have a folder full of jpg, and i have 1 single mp4 file.

I want to be able to select the folder of the jpg and the single mp4 file

select output folder, and click run and it auto append the image to the beginning of the mp4 file for x amount of seconds (and create a separate video for each image in the folder of jpg)

i cant seem to find a software that can do this. can anyone help please
