Need a little help buying Domains

So ive found a couple domains in my niche with really good stats and backlink profiles. iDA around 10+, PA 20+, TF 25+ CF 30+ . Anchor text ratios and links seem fine too. the problem is that
A) i typed one of the domain names on google and the first result was website which had a similar name. When i clicked on the website i realised that the site in the wayback machine(for the domain) and the current new site that is the first result on google is basically the same site! so basically the person selling this domain has done some sort of redirect and has replicated the site from the domain i want to buy to a new site. will that pose a problem?
B) the other domain i want looks perfect. however, i have a small question. if i build the site directly with the domain will i preserve all the metrics? ie if i buy hosting an set up a website straight away with the domain will my site start of with TF 25+ etc or do i need to do something else to make sure i keep all the metrics? Do i need to buy them just before they expire to maintain the metrics or can i buy them after they expire for cheap and still get the metrics?
Sorry if the questions above sound confusing.. i've always just bought domains for brand reasons without looking for a SEO boost from them so this is a new step for me(brand + seo boost)

Dont you thinks the matrics number will stick no matter you have website or not..?

You just check domain authority and spam score in moz there two in main factor.

Ya i did that. everything looks good.. however, do the metrics reset when a domain expires? do i need to reconstruct the old website to make the backlinks stick(because i'm not planning on doing that). will the fact that the old website is now replicated on a new website with a redirect from the domain i want make a difference? cheers

No, the metrics will not reset and yes you can still buy it after they expire.

No it won't reset.

You can install a plugin like Backlinks Saver or Link Juice Keeper to redirect 404 pages to your homepage. This way you will not lose any link juice.
