Hello, i made a website in photoshop/html - dreamviewer, but i want it to look the same way on all resolutions and need a help in CSS
i don't know anything about CSS.

Then it's time for you to learn CSS / HTML, a quick search will give you thousands of tutorials, or hire a designer that can do the job for you. Good luck!

I'll suggest you to try building your site using Twitter Bootstrap or similar.
