Need a FB page to convert FB ad?

I'm sure I read somewhere you can just run an ad on FB based on a website and you don't need a page.. is that true?
I get that if I had a page it would look more legit but it could also ruin CTR if I have a page with just one post on with the ad...
Any thoughts much appreciated

Having a page lets you build a fan page with the same budget of running a one time campaign. I don't have much time to explain but you should do a bit of research yourself. Youtube s your friend
