Need a developer or script for coupon site

Hi, we need a digital solution for our offline business.

We sell printed discount cards with tear off coupons. Each card has about 30 different coupons from different businesses. From bars and restaurants to car rental and tours.

Tourists can buy these cards at the airport and their hotel. If they want to use a coupon for let's say a restaurant they tear it off and give it to the business owner, so it can't be used again and the owner knows we sent the customer.

So what we need is a website where visitors can buy their (virtual) discount card. After that they can login and redeem their coupons.

Problem is how can we make it so that the customer can only use their coupons once? Maybe with a QR code that the business owner can scan or something?

I've seen some scripts and platforms that can do some of this and I know WordPress has some coupon themes, but other than that I'm a bit lost.

Would love to hear your thoughts on how to create this.
