Need a data scraper and a Web page to display its output.

I'm looking to scrape data from one site and publish it to my own page.

The target data is organised, but buried in a rolling stream of data. I want to find and record the target data in a database and publish it to a basic single page website.

I don't have top flight freelancer money, the budget isn't huge, but hopefully the task is fairly simple for someone with the right talents.
