Need a custom bot, in .net or bot able to run in linux

Need a bot for a site to run super fast. Was thinking if Linux is best way need spintax and be able to have delay between each msg or no delay. able to load proxies from list or from URL and update proxies from URL every x amount of minutes. MORE INFO PM. looking for programmer with reputation to start asap.
