    I cannot boast to be perfect with CSS but for me whoever does positioning well does know CSS well. Rest are just styles affecting looks of the elements only. Also transitions and animations are fun in CSS. OP my advice to u would be to start a dummy project with only html and CSS.

    Css is confusing language .. One small change and then you will come to know the effects and that will be huge :p

    it's not confusing, but sometimes it's frustrating because different browser needs extra css coding in order to work, but sometimes it's the stupid browser catch that the design gets stuck.

    Don't pay people to teach you CSS, there are tons of free courses and articles online Go learn it man!

    I agree with SpookCash, just read through w3schools and you'll know all the fundamentals within a few days. From there, you can use Stackoverflow to copy/paste advanced snippets and see how CSS works.
