Need a Coder/Programmer ASAP

I'm looking for a good coder/programmer that is capable of creating a mobile advertising platform, and able to integrate different software to run together efficiently. Preferably someone who is capable of preventing potential hacking as well.

I am building a network, and really prefer a potential partner, but would appreciate a freelancer.

I can offer a bonus fee, and exclusive association/partnership percentage are negotiable. For a freelancer, I am open for negotiations. Anyone interested?

I have a confidentiality agreement I would need signed, scanned, and emailed back for more details.
