Need a coder for automation

I need someone who can work quickly and deliver this ASAP, without charging an arm and a leg for a straightforward automation.
Project Details:
Looking for someone to code an automation with the following features:

• Log in to a manager Google account and create an MCC (My Client Center) account.
• After creating the manager account, create a sub-account under the MCC and set up a dummy campaign.
• Refresh every 5 minutes to check for notifications regarding advertiser verification and payment verification.
  • For payment verification, click the verify button and input the code I provide in the app/program.
  • For advertiser verification, upload the provided identity and answer the advertiser verification questions.
• Once verified, create 4 additional sub-accounts under the MCC and set up pre-configured campaigns.
• These will be YouTube/view campaigns, not search campaigns.
• Track within the app whether campaigns are approved, running, or enabled.

Basically, I need a fully automated workflow for creating accounts, verifying advertisers/payments, and setting up campaigns, with monitoring built in.
