I dunno why you would need a private proxy, your not going to be doing scrapebox crap.
There's 10 zillion VPN services that have Australian IP's:
https://www.witopia.net/
http://www.vpnsecure.me/
http://www.purevpn.com/
Or you can get yourself a VPS and have a 'Private' IP if you want:
http://www.ransomit.com.au/rock_wallaby_512mb_kvm_vps
http://www.netorigin.com.au/vps-hosting/vps
Then use a guide like this to setup squid:
