Need a a simple website that can modify http.conf file to create sub domains on linux..

Well i need a website that allows users sign up it creates a subdomain with there username and thats some thing like username.mydomain.com, and also users can access there control panel from /~username ... the control panel offers file upload and ftp access and ssh access since it would run on ubuntu first should run on my local machine before we put it online its a task i am hoping would be done in a few days place your bid thanks
