You need 5 business licenses to get unlimited gdrive storage if I remember correctly, which would cost you $60. It's still decent pricing, but I doubt Google Drive works for OP in his use case and it's not offshore either.

Another option is, buy it from a direct reseller
You can get a 16TB SATA storage disc space for at least 55 Euro
And 32TB SATA storage disc space for at least 65 Euro
So you have to increase your budget: 5-15 Euro at least.
i did that with google drive unlimited with edu account but they deleted my drive after 5tb and they gived me big damage
