Need 2 dates changed on a scanned document

Hi,

Who can do the following?
As the title says change 2 dates, Uncross a X'd letter and lighten the
green background of this A4 on both sides. Basically 'lift' the print so it can be reprinted. I will email you the scan so you can have a look. Please PM me. Thanks. DS
