I have a site, that has started to get mentions on relevant forums as a goto site for information. I am finding these site as my stats software is showing them a referers.

Is it worth throwing some spammy backlinks at these forum pages, i.e. blog comments and the like, so that I have a naturally formed first tier.

For SEO purposes I would say it is not worth it. Especially since penguin. I don't think it would do much good, and there is a possibility that it might do more bad.

I must admit I'm not up on the whole panda\penguin update thing, I really must read up more on the subject.
