Should you build your websites for your native country, or should you focus on the (.*c*o*m) american market?

Well.. this depend on what are you trying to achieve. If you would build an website for a offline business, online store... etc in my opinion you should go for the native country, this will give you more credibility and will make you customer feel more comfortable knowing that the products/ service or the information that you provide will come for someone in their comfort area. More then that if you will build an website in your country language (not test it just my opinion after some observation ) the encode of the language helps if it is the same as the [dot]xxx. As so google will know that you are addressing to a specific region and will help with your ranging since it will bring you in front when you keyword is search from ip from your country.

If you are looking to build an website that would target visitor all over the world the you should go for the [dot]com from the same reason. [dot]com is like international for many region. But this is also available if you target visitors from US.

For example, if I'm targeting Australia only, I use '.com.au' and find it MUCH easier to rank in Australia. I then have a difficult time expanding Internationally with that website however. You need to look at your long-term goals. Is there enough traffic in your native country? Do you believe you have the ability to dominate a global market? I've found with some niches it was just worth easily dominating the local, because globally it was too competitive, and there was plenty of local traffic.
