Although I have never tried NC hosting, I think I can suggest you some better and cheaper solutions.
HostMaria
HostKoala (LET2020)
BuyShared (https://buyshared.net/shared-cpanel-hosting/)
NOTE: I am not affiliated with any of the above websites. In my search for cheap shared hosting providers, I stumbled upon these websites.
About your question "Why is it so cheap?". It's because you can only host 3 websites on that plan, and it's shared hosting.

I have worked on some clients websites with namecheap hosting and it works okay for a small site but it is quite slow, when loged in to wordpress it was way slower than other hosts, apart from that it works okay, thing is this happened with all 3 different clients I worked with, so I guess it is not a isolated case

I have some sites on hostwinds for years and it works well, you can get a discount here on bhw I think, or at least you could before

I don't know about you but I have an annual plan of $131.88 and I cannot run a backup plugin without getting the Resource Limit warning on WP. I canceled one of the plans today, will be canceling the next one soon enough.

Namecheap is pretty good for the price, only drawback is a bit slow and downtime several times per year like Kimo said above, overall, its okay and easy to install everything, included Cpanel, well worth the money.
