Internet is about decentralization and privacy. who the fuck puts real name and address there. As long as you are doing something legal, you don't need to enter the exact shit there and nobody cares about that. the only thing you need to put there is the "real email address". name and address can be changed later .
If you do something illegal, The FBI and the U.S. Department of Justice can easily seize the domain and they don't need your address and name to do that.

But your real name and address is on the internet bill if the government is really after you all they have to do is send a subpoena to your ISP to get that info

Yeah if they want they can easily find your real info, but if you do legal stuff you don't need to worry about that. nobody cares about what info you've entered there. you can just enter a random name and change it later if you want. plus there is a domain privacy option to keep you safe online. domain privacy is to keep site owner safe.
 
Been using name cheap for almost seven years now, never asked for my ID. Only time we had issues when I had series of copyright claims.

most companies ask for card info and statements if something went wrong
yes sorry I couldn't edit the initial post but I precised further that they asked for a photo of my credit card with name on it, not my ID documents. But in a way, a pic of a credit card with name on it is some kind of identity documents :)
