Name change limits?

Hi, I have never used Instagram before and I have a few questions.

I recently attempted to change my account name and came across information stating that if you reach a certain level of popularity, you won't be able to change your name anymore. Is this true? If so, could you provide an estimate of what level of popularity is required, for example, is it after gaining 1,000 followers or more?

My second question is regarding changing my avatar. Would my followers receive a notification when I do so, similar to what happens on Facebook?

Lastly, how do I check if I am shadowbanned on instagram?

While technically you can change it as often as you like, there is a 14 day lockout for attempts. No way to get around it, as far as I can check.
It's a little hard to tell when you get shadowbanned exactly but usually if you notice your reach got shafted all of a sudden, it's fair to say you have been.

Reach issue is very normal logically.
