Mysterious website with high ALEXA

Hi guys, please could you help me understand why website like this is in so high position in Alexa ??
It's [www.66dofan.com] and I am very confused what's happening.

looks like some ex-company website from Philippines. Maybe has been popular, anyways it's not so difficult to get good ranking on alexa(many traffic exchange sites have all their visitors with alexa toolbar, e.g. hitleap).
it's a deleted site, so the domain must be already bought or soon will be in an auction
hope this helps

just found out - it has 92% bounce rate. it's definitely through traffic exchange

Thanks, I am owner of this website but I just cannot understand how this domain is doing what it is doing. 6 months ago it was on 12.000 in Alexa Rank and then on 8000 and now on 5500 !!! I just don't understand how because I expected the Alexa will be dropping but it's raising.
