For some reason no matter how many cards I tried to top up my tiktok with, they all fail, except my local credit card which has a limit of 1k$ is there a way to top up TIKTOKs ads with Wise or payoneer?

i think tiktok not allow to deposit fund by prepaid card so you have to deposit by postpaid cards
your bank credit card you located

Get another credit card from your bank and try.
