For some reason I decided to google a phrase appearing on my website and noticed another website showed up first. He copied 100% of my website, he just changed the city name. For example every time the word "New York" appears, he changed it to "Chicago" I am sure the owner doesn't know this, he probably hired some retard to write content. I am going to call or email him. And if he refuses to take it off? do I just negative SEO him? Do I have any other options?

It really doesn`t matter who posts the content first. You can easily rank same content better with stronger domain or backlinks. But since the copied content uses different location names then there are no need to worry cause he/she is using different keywords to rank.

I agree with these sentiments. If the keyword is targeting a different city that you are not targeting then it shouldn't really be of concern unless you were planning to move into that market.

I'm not agree google does matter who use copied content and I do not think the competitor could rank anything with 100% duplicate content from OP
 
Mail him/her first. I'm really interested how the site owner will explain this) If the guys are right and it won't hurt your ranking, still you should demand some part of revenue. If I were you, this is exactly what I would do. I wouldn't let someone to use MY hard work for free!..
 
Well - welcome to the internet.
All my tools and a lot of my content/sites have been copied. Accept. Improve. Move on.
Imitators will by definition always be behind.
