Because you were the owner of the network. Check all the threads, the owner never posts themselves advertising the network. Most of the stuff their is network reviews. The only exception is this post:

He had permission from the BHW admin to advertise his network. Try to increase your posts and your reputation with the staff and you could potentially get the same approval as well.
On one hand if you have a single product you would like people to promote via your affiliate program, that is allowed for a SINGLE post, in the other affiliate program section. Advertising your cpa network is not allowed on the other hand.
