my site under google filter, how back to normal?

It's under the filter because it is what is deemed in googles eyes ... poor
It makes no difference if you have 13,700 pages . .how many of them are actually unique and how many of them are scraped or spun? .. I bet you most of those pages are done in that way and will definitely see them penalised and doubtful you will recover them without going in and making the necessary improvements ..

i don't know what of post are unique ( before me posted my friend, and he posted what think was good)
some of posts have pr 1-3
what u recommend? leave it, and post new unique posts?
or delete old not unique posts and post new unique?

Well I would not delete any posts that have PR but if you have some obviously inferior posts without any backlinks then those could be deleted.
The best way to get pages indexed is to backlink them. Pick a number you can comfortably work with at a time and then backlink them until they are index and then move onto the next group.
Building new pages with unique content is always a good idea.

Probably a penalty for duplicate content.
