If you wan to learn how to do it yourself BHW is loaded with useful information. Check the forums on the left. If you want someone to do it for you go to the marketplace where you will find many threads providing such services, or go to the Hire a freelancer forum and post your needs there. You will find plenty of people willing to do the work for you at a reasonable rate.

Do a search for beginner guide 2013 or 2014.
Tools depend on what you're looking for. It's a vague question but there's Scrapebox, GSA, Ultimate Demon, too many to list.
For starters, read up on moz beginner guide. Once you're familiar with how seo works, search for beginner guides here on BHW. I wouldn't suggest buying too many seo packages until you know what keywords you're going for and know how to plan and such.
