My site got penalized for spamming, please advice

Long story short, like the title says , site is penalized for spamming, my plan of action is
  1. New domain
  2. new IP address
don't know what to do on the site itself , should I just tweak it little bit to make it look different to the user's eye or do I completely change the contents and the site structure or build a new site from scratch ?

any advice will be appreciated

How do you plan to get traffic going from your old website, to your new one, if you had any at all?
 
Banned by Google only? How about Bing, Yahoo, Baidu?

Google is losing search market share, so your site could still be worth it if it ranks on Bing and Yahoo.

Do a search on Google for: google search market share 2013, and visit the Search Engine Watch article relating to market share...

Was that site making you money? Or, was it being used to redirect traffic to the money making site?

lol @ losing market share. Yeah optimize for Yahoo. That's a brilliant idea.

It was my money making site? But it's new though I only had it for 3 months , I think it was penalized for going from zero links to thousands of link in a very short time .
now I don't know if changing the domain and hosting and then resubmit it to google will work or I still have to entirely change the contents?
 
you can always clean up the links and restore the site
